India Inc moves towards Contract Staffing – The Roadmap

The Indian Staffing Federation is coming up with its National Conclave at New Delhi in August 2014. This event will address the crucial issues and highlight the benefits of contract staffing for the stakeholders.
Following are a key indicators and the talking point of the National Concalve.
  • To ensure employee gets the due benefits and are not pilfered
  • To ensure that employers or staffing companies pass on these benefits.
  • To ensure that clients understand that these benefits are to be delivered to employees
  • To promote use of staffing companies to clients
  • To make employees aware of their rights
  • To propose to government favourable laws to enable and monitor these.

Workshop on Statutory compliance by Indian Staffing Federation

ISF organised a workshop on Statutory Compliance Management on 19th March 2014 at the IHC in New Delhi. The speakers included Dr. V. P. Singh, Regional Commissioner, Government of India, Mr. Arun Kumar, Additional Commissioner, ESIC, Government of India, Mr. Michael Dias, Practicing Lawyer & Secretary of The Employers’ Association - Delhi who were supported by Mr. Yogendra Tripathi, Sr. Vice-President, ArtechInfosystems Pvt. Ltd, Capt. Shaji Kumar, Chairman, Chaque Jour HR Services Pvt. Ltd and Mr. R.P. Yadav, Chairman and Managing Director, Genius Consultants Ltd

Session 1: Dr. V. P. Singh, Regional Commissioner, Government of India
  • Major take away was his emphasis on IT and how the online portal was improving access to PF related information especially checking names, ECR contribution and recoveries
  • Spoke extensively on the online portal and its benefits
  • Shared some measures that are being undertaken for International workers – EPFO signatory to agreement with 9 countries for SSA. Wherever SSA is signed, a COC is issued by the respective Regional PF Commissioner
  • Mr. Singh re-emphasized the need for convergence of labor laws so that multiple registers can be done away with
Session 2: Arun Kumar, Additional Commissioner, ESIC, Government of India
  • To make the ESI more approachable – the designations of the Inspectors have been changed to SSI – Social Security Officer
  • The Amnesty scheme is there on the Website. Just like Income Tax , now ESIC has also adopted the 5 year rule for determination of dues
Session 3: Mr. Michael Dias, Practicing Lawyer & Secretary of The Employers’ Association
  • C-181 is the way forward to get contract labour regularised and accepted
  • Need to change perception around poor worker and exploiting employer image
  • Also need to ensure Principal employers take cognizance of the agency and for that the agency should carefully prepare the contract document so as to safeguard their interests
  • It would be helpful to contract employees if the CSR contribution of the Principal employer could be utilised for skill development & training
  • Mr. Yogendra Tripathi, Sr. Vice- President, ArtechInfosystems Pvt. Ltd, Capt. Shaji Kumar, Chairman, Chaque Jour HR Services Pvt. Ltd and Mr. R.P. Yadav, Chairman and Managing Director, Genius Consultants Ltd. emphasised on practical and day-to-day examples and issues related to PF and ESI in Temp Companies
