   1. What are the critical reforms that are required to make ‘Staffing’ a choice of employment?
  • A major issue is that an appropriate & balanced framework is required. Currently, the Indian legal environment is cluttered with too many labour laws giving rise to ambiguity & overlapping. The burdensome labour regulation with about 47 union laws & 157 state legislations is archaic & has become extremely restrictive. This complex arrangement has given rise to unorganized players. The unorganized sector of workforce has roughly 400million employees make up 93% of the unorganized workforce. Through non-compliance of labour laws unorganized players get an undue advantage & put them in far better position than organized players.
  • The other legal issue is improper employee identification where temp employees demand equal rights and privileges as permanent employees. Huge expenditure may be needed to settle claims of the employees towards employee benefits.  
2. What role does Staffing play as an emerging employment avenue?
  • Staffing companies have a wide pool of candidates as they possess the ability to source candidates from remote areas of the country. By virtue of this, Staffing companies can fill up a vacancy within days or even hours.
  • On the employee front, many employees like the protection and service of a staffing agency that will advocate and do the hard work of finding employment opportunities on their behalf, somewhat like a real estate agent. A growing number of jobseekers would much prefer to work through staffing companies so their livelihood and destiny aren’t dependent on the success or failure of a single entity.
3. What kind of services do staffing companies provide?
    Staffing companies assume the responsibility of the full process- recruitment, onboarding, training, wages & benefits management, statutory compliances & reporting, replacement in case of attrition or non-performance of the outsourced manpower for the client. Staffing agencies offer a wide range of services, often combining services as per the request of the client. Staffing companies assist client companies in providing contractual or temporary manpower, payroll processing, hiring or identification of temp resources, HR Administrative activities, statutory employee benefits and compliances for the outsourced resources.
4. What accounts for the growth of the flexi staffing industry?
  • The recession forced many companies into hiring temp workforce. It had to be done so that employers could flexibly increase and decrease staff in response to a fluctuation in economy. Now the market is not only conditioned, but indeed it is transitioning to seeing the benefits of a flexible work force. Temp workforce is an excellent solution to meeting the uncertainty in business.
  • More & more companies, along with outsourcing manpower, are also outsourcing HR administrative component to the Staffing companies. This will let businesses focus on their core competencies without getting into administrative hassles of HR.
  • Staffing companies have a larger network of available workers than many employers. Employers looking to hire seasonal workers, for example, would need to advertise job openings; interview candidates and process new hire documentation for a relatively short period of employment. Staffing companies, on the other hand, may have relationships with workers they’ve already identified as dependable, reliable and conscientious and who can fill a vacancy in a matter of days, or even hours.
  • There are many growth drivers for a flexi staffing industry but these are utmost important as they truly indicate where staffing comes from, where it is presently and where it is meant to be.
